Regardless of whether each side is "synced," the passenger side puts out cold air whether on "HOT" or any lesser setting. The first answer was correct the impeller in the water pump is worn so at idle you don't move enough water to go through the heater core but when rpm's go up the flow is great enough to push through the heater core. ….
